I think the guards are useful against, let's say, common threats, not against super powered things like Tirek or Sombra. They seems to be more like police than a real army. Though they are still more useful than any of the guards in She-ra, at least, they DO try to fight off the villains instead of just disappearing.
I thought you were going to say that Celestia clones her guards XD
