How many should I chain if I'm using yarn?? My yarn is made for a 4mm needle, do I still have to do 80 chains?
I would just keep doing chains and measuring your neck until it feels like the right length, make it a bit longer than around your neck so it doesn’t end up too tight

Yes, but make less chains since that yarn would be a bit thicker

Any size hook that fits your yarn well is fine, the hook size is really just dependent on your yarn size
