Well the"Black Cat" rocket obviously was meant to have the light streamer effect where the "Pound Rocket" had almost no light after exploding 🤯 so I believe the pound rocket was meant purely for noise and the "Black Cat" was more of a traditional firework meant tho light up.

Man our laws here.. can't own bottle rockets or fireworks.... but without a lisence Fire up to C size rockets "I think" with a parachute charge no issue within certain guidelines ie no flight paths near by has to be under. Certain height... Some of them are pretty loud when the chute deploys or your a leaner and over pack the plug 😅.. but atleast can do that and I love it 😊
in 1987 my friend traveled to North Carolina and spent a grand on rockets about that size, I thought since we had his dad's boat, why don't we cut the top of wiffle ball bats and cut another hole near the end for the fuses, he had so many rockets...so we all have our bats loaded as we cruise to find our town's kids 4th of July party, we see the fire, I floor it toward the beach and cut the engine off, then we just opened fire lol....70 people just running for there lives ...maybe not such a great thing to do to people looking back, but as a 15-year-old and all of us the military brats of the town, that was a night ill never forget.
