It's an Ambulance Siren. I live in Chicago and that is clearly an Ambulance Siren. They use the same as Fire truck sirens here and the actual fire truck siren has a little more depth to its siren and they also honk the horn on their fire trucks to distinguish themselves from ambulances
They need to make a video game with this kind of atmosphere.

its more a "bad weather" warning than a tornado warning , like "warning strong winds" "warning possible flooding"
