It’s interesting that you mention that I saw homeless person begging for money right outside the post office. I live in a small town so we don’t see a lot of homeless people. I didn’t think they could survive the winters in New York State. Yet there he was. The richest country in the world and yet we don’t have a way to provide for people like that so people like that live under a bridge or in the woods don’t shower don’t brush their teeth get some disease and die. then they end up in a hospital morgue as a Jane or John Doe as if they never existed. This money could have been used to re-settle homeless people in the US or reduce unnecessary taxes on workers, who can barely pay for their living, living from paycheck to paycheck.

Russia does not have to deploy S-500s to cripple the Ukrainian rail and road systems but would use them were large quantities of ATACMS rockets appeared east of the Dnieper River.
Highly effective FAB glide bombs can demolish bridges and major junctions of roads and railways to a point of rebuild time of not less than 6 months and other weapons can strike repaired sections so that repair machinery is also destroyed. If this is done in coordinated waves the morale of the AFU and any vestiges of faith the people have in the Kiev regime will evaporate.
The object would be to leave the only transport suitable for even middle weight cargo to be water. Note that Russian forces seem to be delaying a battle to eject AFU forces out of Chasiv Yar. My view is that they will instead press on though Pavlohrad then to Dnipro city.
If the Dnieper narrows north and south of the city are made impassable by sunken barges and heavily mined from upstream, the US weapons would be bottled up and could be attacked on the Dnieper or as they were moved to overland transporters. ANY choke point is ideal for destroying or fatally damaging launchers, heavy guns and key parts of Patriot systems. The latter require 6 out of 8 of the key vehicles to be intact in order to work and the least armored are the radars, launch tubes, cartridge cranes and fuel trucks as the fuels used travel separately from the fuzes and warheads.

By holding the eastern outer suburbs of Dnipro and flattening and mining the 'workshop villages' in the east valley, Russian weapons could also impede retreat of AFU personnel without engaging too closely on the ground. Enough volatile chemicals in that valley already (actually for 20 years) would make the area multiply unsafe for action.
