Unfortunately this exact version cannot be done on a budget. Mostly due to the fact that scaling your resistances is incredibly difficult with so many unique items and trying to hit a very high freeze threshold mark is also rather difficult without investment, which would make the heatshiver proc feel rather inconsistent. You could probably do a more "glass cannon" version of this on a low budget. Check out "shiaxu" for a more "budget" approach compared to this version of the build, although I believe you would need a decently significant amount of investment for that as well.
If you get the legion duration nodes then you should be able to do legions pretty easily. I didn't personally farm them so its hard to give you a good answer, but from the few times I did some random legions while trying to show the build off to some friends, a full legion break is hard without the duration nodes, but doable.
Probably not, build has major resistance issues without the magey and theres also a struggle to get enough armour to make aegis good if you don't have a permanent flask. Check out "Shiaxu" for a more budget approach to the build.
