Most definitely! You may want to use a different technique to make it less work otherwise you could be going frame by frame or if it's people talking maybe the face stays the same but just the mouth moves. You'll need to do some experimentation and see what works best.
I love Saber plugin and I use it a lot. You can definitely use it for this technique as well. There's no right/wrong way, it all depends on the style/look or what you're trying to achieve.

Yes! In Illustrator work in the same resolution of your video. Import the AI file into AE. Drag into timeline and go to LAYER Menu -> CREATE -> Create Shapes from Vector Layer. It should keep the different color strokes and width.
I'm using Intuos Pro - www.wacom.com/en-us/products/pen-tablets/wacom-intuos-pro-overview - I use it for everything! I find it easier and less stress on the wrist.
I think you can improve your speed if you use Adobe Illustrator, not only can it give you smoother and cleaner lines but it's easier to navigate around for painting. Then, import to After effects and convert to shapes.

@@cmdelavega but i think after effects is much difficult to learn than autocad because aside from 3D modelling and integration to real life footage, it is used for animations which is needed a problem solving in some situation, autocad is just for drafting unlike after effects, it uses advance 2d 3d modelling and animation, VFX which is very tricky

Hi John! I've been using the Wacom tablets for years. One of the best. I love it. www.wacom.com/ I have the Intuos Pro Medium but if you're on a budget start out with the Bamboo series.
You can export using Adobe Media Encoder. Have AE and Media Encoder both open. Simply drag the comp from AE to Media Encoder. Use the H.264 codec and TH-cam preset.
But in that ad they also use some vfx graphics home and other lights are made of cg mesh some of part is worked with this effect as you have shown in tutorial
Frame by frame from a video would take longer time, so I decided to keep it simple and just do 3 frames and give it more of a stop motion feel. But frame by frame would give it a nice fluid flow to it. Either way works. Comes down to preference. I used pentool - you can use it for masks or shape layers. I decided to go with shape layers because it's vector (which means its resolution independent) and it allows me to easily create the dots/circle for the lines.
Double check that no layer is selected on timeline. Click outside the timeline to deselect. If a layer is selected and you use pentool, it will draw a mask.

When you double click on any footage, it will open up in the layer panel. You don't want to be in the layer panel to create the shape layer. You want to stay in the composition panel (main window/work area where you see what you're creating/animating). If you're in the composition panel, follow these steps. (1) deselect all layers by going to Edit -> Deselect All. You can also use the shortcut Ctrl+Shift+A. (2) Click on the Pen Tool. (3) Draw/Trace in the composition panel. At this point After Effects will create a new layer and it should be a Shape Layer. The layer name should start with the words "Shape Layer". Hope this helps! Let me know how it goes.

I love how you took a standard feature in After Effects (The Stroke tool) and taught us how to use it through an awesome creative looking tutorial, not just here, make a box using the stroke tool or here the stroke tool can make lines. Yes, to give the illusion of animation you would need to make it frame by frame or you can give it a stop motion animation feel - you just need to choose several frames (I used 3 frames for my example).
