Stuart may be an introvert and too observant but he had a charm when they broke the ice even if he didn’t realize he had it. Howard’s advice was both good and bad for Leonard and Stuart. The reason she was attracted to Stuart after interacting was because Leonard was able to show her that the “geek” world isn’t as weird as it seems and that through some of the awkward and perhaps too intimidated fandom, there are some that are charming enough to talk to and at least make friends with so long as they relax and are being themselves. Howard told Leonard to advise Stuart to be like him to save face and sabotage Stuart’s chances. It was selfish intent and pointless since even though Penny enjoyed the slow and cool front leading to them getting hot and heavy in the car, she still couldn’t help but be reminded that it was Leonard that she still wanted even though he’s the reason she felt intrigued to ask Stuart out at all. Poor guy
They didn't know what role Stuart would play. He was initially more confident and a bit charismatic. Then they turned him into a very pathetic loser by the end of the series.

Plumbing has probably saved more lives than penicillin. If there was any sort of sci-fi comic book type of apocalypse and you needed one of those nerds to survive to help lead other survivors to rebuild civilization, Walowitz would be the best leader of that four.
