However, fuelcell power plant is more like thermal power plants because this plant needs fuel( Natural gas) .

why would a lender bother lending to such projects when they're highly risky ? what benefits would he get ?

Project finance loan's profit margin is higher compared to other products - and in some cases, risk is reduced a great deal, equity IRR for renewable energy projects below 10% in countries like US, that tells you a lot about riskiness of these structures.

If equity returns are generally low, then wouldn't the interest rate (especially in this rising rate environment) on the loan eat away into that low return and make the project uneconomical?
