Benign and innocuous are the most appropriate. The existence of the word SAVE in the sentence insinuates the existence of some sort of danger or risk in some way. There prompting for an answer that is synonymous with not risky,not dangerous or simply harmless

About the pump level reduction to BENIGN level, i guess the catch is people thought they will be harmless to environment but faced opposition as it was harmful to environmental group.
Q 21 left me scratching my head; I thought it would be feasible and practicable as it was feasible for the engineers and government and not suitable according to the environmentalists.

In the question you got , I think the answer was A and F because of the line “save the aquifer “. Just a thought
