Looks like acrylic. Another option is to use print ink, which is a bit thicker/stickier.
What is the difference between Collagraph Print and mono prints
Monoprints only produce one image. Collagraphs can usually be reused a few times.

6:00 That’s not “foam board,” it’s foam. Foam board is stiff, as the name suggests. Btw, the ”spongy” brush is foam, too.
