No, this will not work if you're doing iPhone to Android. Let me know what Android phone you have, because I just did from iPhone to Android recently. If you have a Samsung device, this is very easy. Otherwise, it can also be achieved if you have some other Android phone, but this means you have to reset the Android device to factory defaults. With Samsung, it's a bit simplified through Samsung Smart Switch.

For this you actually need to start the camera on the old phone and then start opening the whatsapp on new phone and configure as per the steps suggested in the video. If you don't start the camera and start configuring the whatsapp on new phone it will try to fetch the old backup from google drive if you had taken any previously.
I had faced the same issue. The trick is to start the camera and allow it to hold the QR code scan

Follow the exact steps as suggested in the video. You actually need to click the start button and let the camera run for scanning the QR code. And then start configuring whatsapp on new phone. This is very important.
You need to follow exact steps in the video. It is working for me. Earlier I had seen this procedure from another video and it didn't work since I had not turned on camera. It used to find the backup from my google drive which I had taken few months ago.
