I think it's just regular paper. You pour hot or warm water on it and then remove/rip the paper.

What kind of embroidery is this called? Can it be soaked in water?

Yes. The stabilizer is a printable sheet that is water-soluble. After the embroidery, you rinse it in warm running water to remove it completely.
