Yes. You will be able to apply for the May exam via early bird even if your application is rejected. This is what the CFA Institute has been doing in the previous windows. On a safer side write an email to ask them the same.

Nope, not any certification. Only the PGDM program offered by them is affiliated with the CFA institute.
