Even though, i can tell that in Brazil (and probably another places), its only illegal if it involves real people. Im 13 and i drew my characters, even the younger ones without clothes and even me being a minor, it isnt illegal because my art isnt about myself, and even the characters being minors, its not illegal because they're fictional.
