The carbon content of the rice husk ash is the Key. Ideally, biochar is produced from Rice husk by Pyrolysis, which is burning rice husk in absence of oxygen to produce carbon rich biochar. This biochar contains mostly carbon with silica and other minor other substance. But, the organic component in Rice husk Ash from mills is burned and major component in it is silica. Very Roughly to give an idea, only 15-20% is silica in Rice Husk Biochar but 50-80% silica in Rice husk ash from mills. So, even if rice husk ash from rice mills looks black in color, it is mostly silica. This rice husk ash from mills is also basic or alkaline in nature, so a small quantity of it can only be applied and should not be applied in large quantities as biochar.

For economic reasons, hauling too far away may make the price incompetent due to high cost in transportation because of its low density that takes bigger volume. Try to quality control and manage it as near as possible.
Yes, it can be, but not recommended as it has very low nutritional value and high abrasive silica. Various studies have not recommended to not use it as animal feed.
