There is a separate circuit for standby supply in SMPS. A small SMPS transformer is installed in it. It has two supply outputs on which 5 volt supply and 12 volt or 18 volt supply can be provided. Diode in the output of standby supply. And test the capacitor thoroughly. For switching the standby supply transformer, IC can be used or Mosfet or even transistor. In the switching area of the stand by transformer, you test the supply or there may be some resistance. may get spoiled
When the voltage in SMPS fluctuates after repair, the capacitors in the output of SMPS may be weak or there may be a problem in the switching PWM IC in SMPS or the discharge resistance on the capacitor may be damaged. Voltage may fluctuate even when there is no load on the SMPS. And test the standbay dual supply in SMPS thoroughly, one supply may have 5 volts and the other supply may have around 15 to 24 volts.

3.3 v and ground was shorted . When you check continity 3.3 and GND was connected ??????????????????????????

After repair the atx smps all voltage fluctuating. What is the problem?
