If I leave vsync on it locks the game at 30fps. If I turn vsync off it lets me play at 60fps but with terrible screen tearing. Usually any other game I would just play with vsync on at 60 fps and enjoy. I've never had a game do this before
That’s probably because the game is double buffered as opposed to triple buffered so even if the fps momentarily drops below 60, it immediately halves the frames because it doesn’t have an extra frame in the buffer. Depending in your graphics card, you might be able to force triple buffering ok the game to mitigate this problem or simply disable vsync altogether and just use a 60fps limit through RTSS or similar tool

Can you pls tell me how did you manage to get 4K resolution in this? Max I get is above 1080p but less than 2K. Upto 1080 it runs at 60 but anything above that locks the game at 30. I wanna add 4K resolution and get 60fps. Pls tell me how to do it...
How much fps u got with wsync off? i have weird problem on my new gtx 1660 super. only 160-170 fps and terrible screen tearing. My last gtx 1060 game runs smooth but i dont remember fps.
