Yes do cams! If you ever doubt a harmonic balancer again, you can paint a line on it with a paint pen, if the rubber slips the line wont line up any more
This is kind of common on old cars. there is a rubber piece in the middle of your harmonic balancer that absorbs vibrations and shit and the rubber piece can dry out and cause the outer part of the harmonic balancer to spin on the inner part. Had this happen on a miata once and didnt even know it was doing it till i Tried to time the car and the balancer was showing me as like 220* off on my timing. I'd recommend always replacing the keyway and the big bolt as those can possibly stretch and cause problems (another common miata problem).

Would avoid using the pickup from the coilpack as the newer timing guns do get false readings (Have seen it before), you should remove coilpack 1, put a HT lead between the coilpack and plug, then connect your timing gun pick up on that.

Change the timing belt, as looks like you jumped a tooth, which I'd change the belt as a pre course, as knowing you time the engine up correctly, so she jumped a tooth, which I'd definitely change the belt too
Does the RB have a variable timing gear? If so you may want to replace the seals in it (or just replace the whole gear) if you do decide to do the cam seals. I had to do this in my 2jz-ge so that’s why I ask.

Super good news. Depending on the location of the crack on the balancer I could see it not affecting most of the accessory drive belt functions. Finding the tooth off on the timing belt is going to help too! I would hold off on the cams til this issue is solved just in case.

Balancer is fine, it hasnt spun. Tooth off on the cam is either hurting idle or top end for sure, there is no 1-2 degree fudge room when you expect a stock idle rpm nvm the 6-8 degrees of being off a tooth. Adjustable gears are for poorly manufactured aftermarket cams or finding that degree difference from belt to belt. Anything funny seen though the ecu wouldnt have anything to do with the balancer or the cam it doesnt get a signal from anyway, CAS, temp sensors, knock sensor, something is speaking garbage. I'd check it again with a different known good timing light or verify yours good on another similar nissan setup and then go after the cas since those are known for being trouble. I recommend only doing cams regardless of it being pon cams with upgraded springs. I’ve had issues and I’ve seen other with issues with valve float.

I had the same problem with my Mitsubishi l200, rubber bands had cracked and rotted, could rotate the outer part while the centre was completely still

The whole keyway mayhem was mostly a R32 thing so.....thank Nissan for upgrading the keyway during model change.
Nah drive the parts you got, just do a really detailed reinstall related to the timing.
