I don’t wear makeup so I wouldn’t know this but can eyeliner be used to hide bruises? That’s the first thing I thought when she said she always applies eyeliner before going out

It is very unlikely that bruises would be limited to the upper eyelid as they are caused by interstitial bleeding.
Foundation and concealers would do a much better job as they cover more surface area.
