She played along and Henry fell for her because he wanted to be swept away. He lost interest in one sister and she was right when she said what's to say he'll keep her? Although I believe they fell deeply in love, I don't think Anne was at fault for seducing the king. He wanted to be seduced and her father saw that and took the opportunity when it was so "conveniently" presented.
