I think not, since the 3900xt handles the rtx3090 with 24gb, it loads that card at 99-100% too. I also tested also slightly outdated i9 9900k, it also copes. I think the side fans are made due to the fact that in this case 4090 will fit, will overlap the video card all the bottom of the case and there needs to be additional air flow. NZXT also places a fan at the bottom of the case for extra airflow.
Water cooling is not 100% water cooling, there are also fans that use air to cool the radiator. But there is also a risk of leakage, and quality water cooling systems are often more expensive than classic air cooling systems

My pc only has 5, I wonder what the temperatures are and if there is any noise? Although knowing noctua, they should be very quiet

I had the Ryzen 3900XT and went to the 5800X3D and went back to the Ryzen 3900XT as the 5800X3D was such a disappointment for flight simulator use.

Have you seen the cost of the 4080 Noctua? It's £350 more expensive than the 4080 Pro Art which is cleaner and smaller.

none of those components warrant this airflow setup at all. Better with 7950x and 4090
