Would Annie like Bertholdt in Armin's body or Armin with Bertholdt's thoughts? No. Armin has a quality that Bert doesn't - the ability to see beauty even in the most terrible, thanks to this quality her love begins, and not keeping company for 4 whole years. Armin can make Annie believe in her own kindness, that she is actually kind and wants to help people. Her love for Armin changes her for the better, starting with the 57th expedition, where Annie fully embraces the role of a monster (yo-yo, soccer, etc.), but cannot kill Armin and ending with saving innocent lives in the Rumble. There is no fusion of feelings. Why then didn't Reiner become Armin's best friend? Bertholdt's memories don't even change his point of view about Annie (a good person is someone who is convenient for you), but only give an understanding of the circumstances of her actions.
