there is private good trains of tata ply from jamshedpur to chennai via Bhubaneswar.Also there is private rly line in major port like dhamra,mundra and other major industrial establaishment.

Yes, you are right.some private railways lines are maintained and operated by the private player for industrial freight purpose. but freight rate is decided by GOI. So, largely we say that govt has full monopoly over railways

Yes, you are right. it is done by the private auditor under CAG supervision.
