Laspeyres doesn't talk about weightage rather he talked about quantity, his formula was-
{£P.×q/ £P×q}×100
£ is sigma
P. is current years price
q is base year quantity
P is base years price

I think there is an error in laspeyres formula which you studied. I think R is equal to change in price divided by price in base year.
