In this case, Viktor being a humble savior, with a staff and robes like a simple shepherd. And also it’s 2024 so shirtless men sell more.
I like to think that him being shirtless symbolizes that he has nothing to hide, implying he has good ethics. Also what he is currently wearing looks badass/godlike.
I like Arcane Viktor. But he has become a COMPLETELY different character. I wish Riot knew from the start they are going to make Arcane canon, because this is no longer the original Viktor (I know this is a skin btw but that doesnt change the fact this is now CANON Viktor). I prefer Arcane lore 100%, to the base lore, because the base lore is dead, it pretty much never received any updates. But I hope they will now keep the champions closer to their original designs in the upcoming shows if they want to make them into canon lore.
Almost all characters have had their lore either changed or added to drastically in some way since they were made. The whole story of The League itself has changed. As Arcane shows, multiple timelines exist, so what's not canon doesn't necessarily not exist, either. Viktor's story in the lore as it stands isn't all that different so much as Piltover in general is different because how it's been established in League is that Hextech was already a thing as of a long time ago. Viktor was trying to save Zaunites from a sickness caused by exposure to the biproducts by augmenting their bodies with mechanical parts. Now, the sickness is Shimmer and he cured them with the Arcane. It's more an adaptation than complete change, which makes it read more like his old lore was a historical misunderstanding of someone who heard the story without the context of knowing the terminology.
