If you haven't already, you should really check out Zeboyd's Cosmic Star Heroine, which has characters inspired by the Phantasy Star series (the MC is named Alyssa), cutscenes evoking the Sega CD era, a fun cyberpunk spy setting, and combat straight outta Chrono Trigger (it's also where this game's Hyper system and "defend to recharge your other attacks" mechanics originated). One of the highlight moments early on is meeting up with the "thief" character, who is singing at a nightclub, and it's so Bubblegum Crisis it hurts... and they sell it with a cheesy 90's anime cutscene and a really great vocal track.

Yep! I contributed to the Kickstarter and played it when it first came out. It is on my list to re-play at some point, but the list is long.
Fun bit of trivia - the CSH nightclub song lyrics were written & sung by Laura Shigihara, of Plants vs. Zombies & Rakuen fame. :)
