Confirm ownership, obtain a new survey, disconnect the electricity...then take the tractor to pull down the fence...send a bill to the HOA. Then sue for payment.

HOA laws from state level and above are a joke state federal plus need much stronger laws.... HOA should be held to at least the same laws as local councils they arent and should be by right banned untill that is the case
