Thats what happens when you have protectionist regulations. US and the EU both have aggressive protectionist regulations that will stop innovation. Brexit will just make UK more competitive in the medium to long term. With all changes short term there will be difficulties. But thia will make Britain produce more rare earth materials... which the EU doesnt produce.... currently sources materials used in batteries from China. And will also force the UK to invest in battery R&D which again is good for the UK in the long run.
Every single British brand owned by a non British foreign company is still a British company. Mini, Jaguar Land Rover, Bentley, Rolls Royce, Lotus and the London cabs are all made in the UK. The moment they leave the UK and are no longer designed and made in the UK, paying no taxes to the British economy then they become a foreign company.

Many global car brands are owned by either American, German or Japanese companies. That's true for French and Italian car manufacturers also.
