- Edition No76 | 07-01-2025 - An anchor belonging to the oil tanker Eagle S, suspected of being used to damage undersea cables in the Gulf of Finland, has been located and retrieved from the seabed. This follows the seizure by police in Finland of the Russian-linked dark fleet tanker Eagle S.
This is the first time a ship suspected of sabotaging undersea infrastructure has been taken into custody by authorities, according to Estonia Prime Minister Kristen Michal. Estonia Foreign Minister Margus Tsahkna said the damage to undersea infrastructure was not a coincidence. “They have become systematic, and we must consider them an attack on our infrastructure,” he said. The Finnish customs service believes the Eagle S is part of a shadow fleet of ageing tankers being used to evade sanctions on the sale of Russian oil.

Here are some interesting points about the seizure of the vessel, made by expert Robin Häggblom on Twitter last week.
1) Finnish Defence Forces involvement seems to have been limited. It was the Finnish Border Guard's flagship that shadowed the tanker and caught it in the act, According to Robin this was largely handled by the ministry of the Interior and Law Enforcement, rather than obvious military forces units.
2) The Police told a reporter they don't plan on contacting the Russian authorities. This was a strong and correct gesture of contempt for Russia and its actions. But Robin notes that it may also mark an end to the process of soft appeasement of Russia known as Finlandization, where the USSR and Russia was given special consideration compared to other states.
3) If the Russians have been foolish enough to use shadow fleet vessels as SIGINT platforms, for monitoring and intelligence operations, then we may expect must closer tracking of their grey fleet by NATO powers, and potentially more interventions. The shadow fleet-concept, notes Robin, rests on the right of innocent passage, while intelligence gathering specifically is mentioned as not being part of that under UNCLOS Article 19, 2. If there is reason to suspect innocent passage isn't adhered to, it can up new legal actions, which the Western allies have been loath to adopt until now.
4) The operation is typical for how Finland handles hybrid operations. Everything is done according to the book and within a clear legal framework. But the signalling around this operation appears to be unusually strong, which may be intended as a clear message to Russia. More of a show of force than was necessary may indicate that Finland and other countries’ patience with Russia’s illegal, aggressive and risky actions does have limits.

The key word in the international maritime law is the right of _innocent_ passage. Where malfeasance is suspected the right of passage ceases.
This is the same basis used to stop and board vessels suspected of smuggling.
Otherwise we could just go make all kinds of money and sit out there off the coast in a borrowed ship.
Very enjoyable, and I am glad that the authorities in some of the Baltic states are at last not willing to accept Russian organised criminal damage. Russia has to pay a price whereby valuable cargo's are confiscated, and the ships sold off for scrap and any monies received are used to fix the damaged cables.
The captain has to go to jail along with any crew that were involved. This is independent of the financial issues.
Fixing cables can cost much more than the value of a single ancient vessel and its cargo. If the seized ship and contents, plus any insurance doesn't cover all of the costs, then it is time for more drastic measures.

Baltics decouple from Soviet power grid next month, it's time to step up policing and security of Lake NATO. It's still going to be a risky business to intercept them. If a shadow fleet tanker were to dangle its anchor just below the surface and that would be mistaken for an another act of sabotage, the intercepting ship would technically commit piracy. UNCLOS needs be more specific about these matters.
Declaration of Hot Pursuit for the suspected illicit russian ships can be enacted.

@peabase anchors should be up and secured when moving? Finland and Estonia could designate parking areas to safe locations. This would reduce ambiguity. Why not even anchor pulling contests.
Naval forces of Nordics are well versed in dealing with pirates, they've been deployed to the worlds hotspots. They know what to do in any given situation. Whatever needs to change or happen at a legal level will as it's the everyday lives of the Nordics and Baltics being openly sabotaged in a sea that russia has a minuscule coastline on whilst operating a an illegal shadow fleet.

Whoever claims the vessel and cargo gets a hefty bill too, of the cable repairs. And some prison time for accepting the responsibility of vandalism. That old ship will have only one trip to make: to a scrapping facility in India. Nobody will claim her.
The Finnish authorities did not touch the tanker in international waters. It was firmly asked to move into Finnish waters, which it did, and then boared by the Finnish authorities.
Does not matter what water it was in. Criteria for UNCLOS 105 had been met.

Worth a note that the right of innocent passage has its limits. The country being passed through can send a coast guard inspection and require to see physical documents (including proof of insurance) from any vessel. They just have to be evenhanded about it. Which means that hundreds of additional oil & petroleum product tankers passing through the Baltic Sea have been inspected since that second suspect cable break, regardless of flag or ports of call.

The owner of the ship must pay all compensations and all the costs for the investigations and repairs of the cable, and the crew in charge of the actions must be sent to jail in the countries victims of the banditry and vandalism of the ship.

The power cable cut is more costly to Baltic countries. Now they lack 650 MW possible electric energy from Finland, Sweden and Norway common grid. It will raise energy prices. In Finland it will mostly lower prices, and make some losses to power plants.
Today news tell that Finnish officials made inspection to the vessel and it was found not seaworthy.

Freedom of navigation works both ways. I imagine the Russians and the Chinese would block other sea lines in retaliation. Moreover, Israel went to war not once but twice when Egypt blocked the port of Eilat.
