The only time she agreed to do something was when she thought Ruyi cursed her son which killed him.

The sad thing is there is more reason for him not to protect her here then there is for him not to protect her later. Fuca clan is a very powerful clan and a good chunk of his kingdom is currently held by them at this point in time. If he does something to the current empress then the Fuca clan can easily cause a revolt and problems. The only thing he can do to maintain peace is to literally do nothing. Which is why he has that conversation with her later before she dies. He basically shoves her nose in it and tells her that the only reason he isn't going to oust her is because she's gonna die and she should have some sort of dignity in death. He spends the two years of mourning for Empress Xianxian to consolidate power and to bring everyone to heel, meaning that when Ruyi ascends the throne the only major 'problem' he has is the mongolian stuff which is featured later on. In his own kingdom with the various clans he has no fear so he wouldn't need to worry about certain people doing wrong because he can basically go "Bigger army diplomacy" on them.

Because of those consorts families', their fathers, brothers, etc. might stir up a fuss if their daughters are mistreated. If the Emperor punishes them without having enough evidence to prove their guilt, their relatives would be displeased and that risks them protesting against the Emperor and having problems with his methods of ruling. The Empress and Noble Consort here have particularly useful relatives that the Emperor can't be having acting up because of their daughters getting punished for crimes that can't be 100% proven. Just Consort Hui telling the Emperor that the Empress is evil isn't enough of a smoking gun to have her deposed. He does believe her shortly after this, but can't do anything about it
He knows that she is telling the truth but he does what he always does, which is to brush off problems when they are politically disadvantageous for him to deal with. That's why the evil consorts seemingly get away with hurting Ruyi. He doesn't want to rock the boat because of the political and military power their families provide him. Even when he covertly helps along their deaths, he gives them posthumous promotions and grander titles and acts all saddened writting poetry to them as if he is a devoted husband in the public eye to feed his ego and keep their families content. He believes the Imperial Noble Consort because he later goes to Ruyi to take her bracelet and promising her a new bracelet under the pretense of her old one being no longer fashionable. Of course Ruyi already knew and had already removed the seeds. Poor Ruyi, always being sacrifice so that he can take the easiest road around problems for himself. There was a scene where the emperor talks about how he has to place his duties to the empire before his duties as a husband. Ruyi agreed to endure the unjust hardships if it helps to make things easier for him. However, when she said that, she was trusting him to have trust in her and to have her back covered even if he couldn't publically show it. But he ultimately failed to trust her even as he took disgusting advantage of her promise.

Wasn't that blanket/cushion some kind of ironic thing that she made back when she thought he loved her, and she made it due to something he said that she took as a romantic sentiment? The blanket/cushion's life matched Gao/Noble Consort Hui, as well as Ruyi/Consort Xian. It was made fresh, enthusiastically, and naively. It got scabies. It then burst into flames (this was off screen) and disappeared. (The trumpet creeper itself I think is a theme that kind of follows Ruyi/Consort Xian more!).
Ruyi’s love palace, It’s really good but holy crap the last few episodes are rough. If you don’t like the emperor now you’ll hate him at the end. There’s another show with the same characters but some roles revered on who’s ‘bad and good’ and I find it to be funnier and more light hearted, it’s called ‘Story of Yanxi Palace’. Hope you enjoy

He believes the Imperial Noble Consort because he later goes to Ruyi to take her bracelet and promising her a new bracelet under the pretense of her old one being no longer fashionable. Of course Ruyi already knew and had already removed the seeds. Poor Ruyi, always being sacrifice so that he can take the easiest road around problems for himself.
There was a scene where the emperor talks about how he has to place his duties to the empire before his duties as a husband. Ruyi agreed to endure the unjust hardships if it helps to make things easier for him. However, when she said that, she was trusting him to have trust in her and to have her back covered even if he couldn't publically show it. But he ultimately failed to trust her even as he took disgusting advantage of her promise.

He did love the step empress because he was so hurt with what happened between them that he wanted to erase her existence. The step empress did not have a strong family that he had to please.

It then burst into flames (this was off screen) and disappeared. (The trumpet creeper itself I think is a theme that kind of follows Ruyi/Consort Xian more!).
