From what I have learned, the "Yaa" and "Baniii" is the same "madd" or lengthening... called "madd jaaiz" meaning you have an option to lengthen it (1 or 4 harakaat) And "Israaaeel" is a different one, called "madd waajib"... compulsory to lengthen it (4 harakaat) Allahu Al'amu

Some of the Imams when they read the verses such as 'Yaa Baniii Israa Eelaa' They do it short, it is supposed to be 1 second for Yaa, 3 seconds for Banii, 4 seconds for Israa, and 1 second for Eeela. The long and short rule are important and part of Tajweed and Tarteel. May Allah guide us all in reading Quran properly :)
