If you don't give up the keys now they have a reason to arrest you. Yes it's legal for them to ask for keys. I went infront of a judge once and the officer even mentioned how I refused to hand over the keys and the judge asked him if he would like to amend my chargers and add "Failure to follow a lawful order" They can even ask you to step out if they want and it's 100% legal.
