if you still have your stolen device under your iCloud they have no way to get in. SO if you want them to have a new phone then you take the device off your iCloud. If you don't, they have no way in getting in without your iCloud.

When i go to recovery mode and restore the iPhone the blue bar on the iTunes dose not move at all no progress happens

Chaqti yeah I was using a laptop instead of a computer but when I used an actual computer it worked
It did the same to me but I’m using a computer can i still do it all over again once it’s all the way downloaded and is it still going to take long
