To give a straight answer to this question: Without much football having been played and all other disclaimers, I believe that Brighton, Villa and West Ham have "won" the window.
Because one of them is about to enter his last year of contract and the other one has fallen out with his club. Osimhen has had one good season in Italy and is a huge gamble on big money.
