The governor at that time was quite the ruthless politician... he saw a chance to boost his reputation for his upcoming re-election campaign, and therefore chose to get in the way of the trained responders in order to get a piece of the 'glory' of being seen as a hero. Those responders then had to worry about his personal safety on top of the tragic disaster that they were already dealing with. It clearly worked for him considering his successful re-election, and he continued to use that little girl for good publicity long after the crash occurred. One of the problems here was that the controllers did not know for some period of time that the plane had crashed. I’ve seen this happen in several episodes. Because of this, valuable time was lost in getting rescue workers to the site. I do believe the technology exists today (and, even then) to send a signal indicating the aircraft is no longer airborne and identifying (with GPS) where it is. Apparently it’s another case of cost vs. benefit. The airlines just don’t think it would pay off. Just think about that while imagining the horror of passengers who might have been saved before they burned to death while trapped in the burning wreck! And, all the other crashes we have seen on this channel where the crash was not known about until the flight was “late” arriving.

Strange.. this is s heavily militarized zone with lots of radars, yet, nobody “understood” that the plane had crashed.
'cause military Radar isn't monitoring civilian air traffic.
Planes that are already down generally aren't a threat. It's the ones that are in the air you want to keep an eye on.
