The easter rising was just about Germany sponsoring a small revolt in ireland that was quickly put down, there is nothing deeper to it than that. It didnt even last longer than a week.
The only part of it that had any significance was a combination of poor "PR"/propaganda on the UK's side and an overreaction in executing the leaders straight away. But given it was literally during the middle of a world war, was directly sponsored/armed by the Germans, and most importantly more people were executed for far more minor offences like desertion during ww1 than were killed for the Easter rising (16 leaders of the revolt vs 200 desertion) it is fair to say that would disingenuous to suggest the UK was being somehow exceptionally unfair/ruthless/cruel in doing so.
Most of Ireland didnt even initally support the rising and it was only after the leaders were executed by court-martial that it became a bigger political issue.

But that sounds like the usual response to something going on in public bodies. Hold a meeting to discuss the problem everyone already knows the answer to, but hold it anyway to make it look like they're doing something whilst just kicking the can down the road to have another meeting in two weeks to discuss why the actions from the first meeting weren't done, to set the same actions again, to have another meeting in two weeks to find out how things are going to discuss exactly the same problems. All the while everybody knows the solution, but nobody, nobody has the backbone to stand up and say 'enough'. Love her or hate her, whatever your personal feelings, Margaret Thatcher would have had this sorted a decade ago.
