It doesn’t make sense of papyrus, as logical as he is, to get angry at someone making too many puns when he makes for than them (Toby Fox confirmed). I think he was just pieved that Toriel make the pun during what he thought was a formal introduction to the ex Queen of the underground.

Honestly, this is the best animated Saying a lot of things as video.
