Brass faucet lock, how to unlock and lock

How to use the faucet lock. Bought these off of amazon. They are the best I have found so far.

Thanks a lot! I got the key from the property manager, she couldn't get it off the faucet so we could use the water. I got it unlocked, expecting it to drop off. It didn't, so i looked up your video. Oh... twist it off after unlocking it... duh... thanks again.

How do you remove it when you insert the key & it won't unlock - it's possibly rusted & won't turn @ all
