The Waterloo and City line was originally built and owned by Network Rail. It transferred to The Tube in 1994. The 1992 stock officially works both the Central and Waterloo and City lines. The plan was to transfer some ex Northern line 1972mk1 trains to the Waterloo and City line, releasing the 1992 stock there to the Central line but that never happened. Because of operation restrictions, it is not running at the moment till further notice. Very useful for City workers as it provides a fast, convenient link between Waterloo and Bank/Monument

Interestingly, it’s both the least used line in terms of annual journeys and the second most-used line (behind the Victoria) in terms of journeys per mile. I’m guessing it’s so empty in this video because it was filmed at 11pm. In rush hour, the line is packed.
I lovable the Waterloo and city line also known as the drain because it used to be a drain pipe I use it a good few times a month usually if I need to get to Waterloo I always wondered how they got the trains out for maintenance looking at it on a map it is noticeable several side lines near bank there is a crane in a small unsheltered area that can lift the carriages out and onto a wagon the 1992 stock looks a lot smarter on the drain than on the Central line they are half the length of central line trains the original drain carriages (1977 stock) are now on the isle of Wight I have been to see them very smart
Usually very packed, but the trains are bigger than one would think so they fill up quick. If there are delays on the line there can be queues stretching all the way from the platform to the ticket office.

@British-Aussie Lover its just slightly more complicated - you can take the Jubilee Line from Waterloo to London Bridge then the Northern Line to Bank/Monument (which one is it?), but nonetheless yeah its still a lot more efficient to take the Waterloo and City line
I would hazard a guess and say this video was taken about 7.oclock in the morning because of the lack of passengers obviously the city workers not out of bed yet or probably on the first leg of their journey, certainly would not be like this at 9am or 5pm
There’s a sign at Bank, where trains can leave from either platform, that says “All trains go to Waterloo”. Waterloo has seperate arrival and departure platforms (trains reverse in the depot area) and there’d likely be a sign on the departure platform saying “All trains go to Bank”.
