What you need is a trained boarder Collie to help you herd your goats when needed these dogs will nip at goat or sheep but will not ever touch them with the teeth it's more the sound it makes guide the animals to where they should be or you can hire a herder for the times you need to catch or move said animals

Add a few wooden eggs to the nest box and that might entice chickens to lay in box. Your idea for a stairway is good because chickens are nosy and love to climb!That’s how i trained chickens to lay where i wanted them too! When I was a kid, we had a male goat. He looked like Olof but bigger. I remember it being an extremely strong smell! As far as the fence issue, I wonder if you can rig up a PetSafe Connected Smart Dog Door or something like it. They try to make them weatherproof, so there is material on them that you wouldn't need. You only need the locking part, which the dog tag will unlock. I think it's worth checking out.
