Yes the horse is going backwards, and though this scene likely didn't take the whole hour to perform it is based on an actual event. Marquis de la Bigne was the commandant of the riding school under King Louis XVI. To show the amount of collection one could achieve he took one hour to canter across the Place d' Armes of the Château de Versailles.

Don't we think the reverse was simply done with the film? The horse wasn't actually backing up and the horses watching were also reacting in reverse. Dumb.
