Individual item, upgrades her basic skill so that when her HP is bellow a certain point, she doesn’t just gain invincibility but also reduces her EX skill cost by 4 cost for 2 uses

Yeah, basically it's like what the comments above said. Once you get Junko to bond 25, you can upgrade her unique item to level 2. This unique item reduces her EX skill cost by 4 for the next 2 cycles when her HP is low.
