The minimum levels vamps have to be to be able to chain kill Human early before human gets the HP upgrade is 27 and 23. So nah, when you Chain the first chain deals full damage and a buff gets applies to human that negates 40% of the next chain and lasts 7 seconds. This helps counter vamps pushing levels and cheesing early game.
