For series (at least when they're not historical) it's cheaper to move to Taiwan to film, but animations take much longer and they'd probably spend more than they'd gain afterwards. Not to mention that for the fans in China (which is where the author themself if from and where their first fans are!) to have access they'd have to censor anyways.
