before reading the comments and listening to ya my list was Joker, Shang Tsung, Vader & Joffrey Baratheon(Game of thrones) but that Frieza comment knocked Joffrey all the way off.
and its hard to put women on the list because quite frankly in the real world men are known for genocide, tyranny, greed and all around being bad guys but women have a more soft nature and we dont associate them with villany. so in media they dont hit as hard as men villians because of our predisposition.
