You seem to forget a critical factor. At Intel's HQ in Santa Clara, many educated Vietnamese Americans are running it. Vietnam, although a poor country, had a strong educated workforce.

Vietnam was way behind other Asian economies due to recovering from past wars, bad economic policies and corruption. Only recently that Vietnam is now becoming involved in the global supply chain and being a manufacturing hub. The government is focused on Digital 4.0 industries and acquiring technology transfer and developing workforce skills, R&D in technology. Vietnamese on average excel in Science, Technology, Engineering and Math/ STEM field. Vietnam ranks exceeds most OECD / developed countries in PISA, science and math Olympaids. It will be difficult for Vietnam to progress faster due to global economic downturn, aging population, over dependent on FDI, lack of opportunities due to saturated markets and competitive players in high value industries like semiconductor. Vietnam only had less than 25 years of development in the early 2000s after the US trade embargo was removed which prevented financial aid and foreign direct Investment. The country didn't have help like Japan and Korea did with financial aid and technology transfer from USA and the west... But I'm pretty confident Vietnam will become a developed country due to hard working culture, focus on entrepreneurship, importance on higher education and high nationalism to avoid the middle income trap in the near future.

Vietnamese here. The picture is a little more grim from our POV since because of the housing crisis (real estate is the safest form of investment, so people with capital buy lots of them), making housing expensive. This + other factors is aging the population fast. This coupled with our overreliance on FDI means a weaker internal market than we'd like. Escaping the middle income trap is still possible, but the government'd have to play it really well.

Look at Japan and South Korea. Achieving economic benefits has come at the cost of national division (South Korea - North Korea), becoming vassals to the U.S., and allowing U.S. military bases, which compromises long-term national interests. Those are just the FDI pledges, the disbursements would be lower. The real disbursement of FDI is more important, standing roughly $23 billion last year.

Qorvo, Synopsys, Cadence and Siemens EDA collaborated with Vietnam-based university to train Vietnamese students. Also, Marvell Techonology open one of its largest R&D center in Ho Chi Minh City and Da Nang. Hope for a huge number of qualified chip designers in the near future.
US firms are not largest investors in Vietnam in terms of capital inflow volume, South Korea is. Nonetheless, they have greatly boosted and bolstered the economic growth of Vietnam.

Samsung has invested 22 billion USD in Vietnam and committed to continue investing 1 billion USD each year. Samsung has brought more than 200 Korean companies (in the supply chain) to Vietnam and many Vietnamese companies are participating in Samsung's supply chain, creating hundreds of thousands of jobs. Not Intel.
Very glad that big companies like Intel and Samsung can invest in Vietnam make big profit. Vietnam has been trying to improve the investment environment for years.

Right now, Intel is known for their chips to stop working because the overheating fries them. I think that Intel is doing this on purpose - overheating their CPU over the limit (you can literally boil water on your chip, that is not normal!) just for their customers to keep buying their products. I am not saying that their chips show bad performance, but they do so at a high cost! The power consumption will make you think thrice to watch out for those sharp bills

Another reason is the Vietnamese who live in the US and especially the one live in California was one of the group that works in the Silicon Valley as engineers and technical technologists. This transition into an amazing workforce in the USA especially in San Jose (Silicon Valley). They then look into VN with one of the upper management is a Vietnamese American and thus look at VN as a long term goal investment and training the Vietnamese in VN.
Intel is on the way going down in semi conductor industry!!! Recenlty, they switched their invesment to Malaysia, the biggest FDI in the country now is SAMSUNG with 16 billions USD..

Samsung has brought more than 200 Korean companies (in the supply chain) to Vietnam and many Vietnamese companies are participating in Samsung's supply chain, creating hundreds of thousands of jobs. Not Intel.

Right now, Intel is known for their chips to stop working because the overheating fries them. I think that Intel is doing this on purpose - overheating their CPU over the limit (you can literally boil water on your chip, that is not normal!) just for their customers to keep buying their products. I am not saying that their chips show bad performance, but they do so at a high cost! The power consumption will make you think thrice to watch out for those sharp bills

Another reason is the Vietnamese who live in the US and especially the one live in California was one of the group that works in the Silicon Valley as engineers and technical technologists. This transition into an amazing workforce in the USA especially in San Jose (Silicon Valley). They then look into VN with one of the upper management is a Vietnamese American and thus look at VN as a long term goal investment and training the Vietnamese in VN.
