Just to clarify, in 5:07 blue does not need to give mark room, but in those exact positions yellow has luffing rights to blue, no? And in that case if green needs to sail above close hauled, blue is breaking the rule.
Great point, and yes this is my interpretation as well. In this case, yellow isn't entitled to Mark Room, but has right of way under Rule 11 (windward-leeward, overlapped) rights over blue, and 18.3(a) + 18.3(b) apply between green and blue.

Can someone give me their interpretation of rule 18.2 c? Seems to make the whole rule not make sense to me
