Chris, try some tebuconzole for the pm. Bayer makes a product for roses that has it in it. Tebuconzole does a number on PM. You aren't eating the fruit so give it a try.

How often do you use it? I am sprayed fungicide weekly

When I have an active PM outbreak I Zerotol almost daily until controlled. Also rotate in Daconil as well.
