Throwing garbage on track is not allowed actually, they are supposed to dispose it on station dustbins. But obviously he is looking for his convience more than the rules and nature.
Any Train, after entering in Bihar state becomes slower than a bullock cart and runs like a Passenger/Local Train, and every reserved coach, including AC coaches becomes a General Unreserved Compartment, in Bihar.
This is the same story for every Train passing through Bihar, including Rajdhani (Esp Dibrugarh Rajdhani), wherein even 3AC & 2AC turns into a General Unreserved Compartment.
